Reading the data with 15 minutes , then send the data to server together
Read meter data every 15 seconds from collector, and send to HES;
Read meter demand data every 15 seconds. If the communication between system and HES is broken, can use this data to fill in the vacancy;
Communication between upside device (HES, Cloud) and downside device (collector) via Internet.
